Tools represent attacks that don't depend on a creature's statistics — rather the tools themselves have stats that you use instead. The Alchemist and the Engineer are the most common practicioners of tool attacks, but many jobs have one or two (such as the Ninja's Throw ability), and all characters have access to the biggest pool of tool attacks — Items.
Tools follow the raw "average" mechanics. They deal or heal an amount equal to their own static Battle Power (which is equal to 1 per level, + 1 every 3 levels, +5, +10, +15, or +20 (at levels 1, 6, 11, and 15)). Tool attacks can be either physical attacks (defended against with Stamina) or magickal attacks (defended against with Willpower). Tools ignore row status: their attacks are neither melee nor ranged, and suffer no damage reduction depending upon any row of the user or the target.
